How to Repair the day time running lights on a 2004 VW Jetta.?

2004 VW Jetta TDI. 1.9 The daytime running lights OR the low beam headlights are no coming on. The High beam headlights are working great. I have checked the fuses and they all look great. What is the next step. Are there relays and where can I find them?
