Both the high beam and low beam are not working and I have already tried replacing the bulbs.What fuse number cooresponds to the passenger side headlights of my 99 VW Passat?There is not a seperate fuse for passenger and drivers side headlights. Either try replacing the bulbs again or take it someplace and have your electrical system checked for a fault. When replacing the bulbs do not touch them with your fingers, the oils from your skin severly retart the life of the bulbs, wear clean cotton gloves or handle the bulbs with a clean towel. Insert them firmly, make sure they are seated then reinstall the plugs.
