I just bought a 2002 VW Beetle and it only came with one key so I bought 2 new ones from Ebay. I'm waiting for them to come in the mail and in the meantime I'm trying to find a place that can cut them. The VW dealer I'm taking them to to have them programed does not cut keys. Doing it the hard way,
Any store that sells keys can cut them, hardware ,grocery,auto parts store, the take them to VW for programing.
