Is it difficult to replace the front brakes on a 1996 VW Cabrio?

A good friend of mine is convinced he can replace the pads on my wife's 1996 Cabrio, even the rotors if necessary. I looked in the Chilton manual and disagree. There is still plenty of pressure in the pedal, nothing leaking. Procedurally it looks like a lot of typical German parts.
