Does a 1994 VW Jetta III 4 cylinder have a pressure sensor on the brake master cylinder?

If you have ABS,

Bleeding of the antilock brake system requires the use of a scan tool when ever the brake master cylinder reservoir runs dry. Therefore the removal of a defective master cylinder, on vehicles with ABS, should be performed by a professional repair facility.

There is a pressure regulator:

The brake pressure regulator is located at the rear axle, usually on the drivers side. It controls the amount of pressure the rear brakes receive to help prevent premature lockup. It is a weight sensitive device which increases the pressure as the amount of force applied to it increases. Hence more braking force is allowed only if the vehicle is heavily weighed down.

and there's a control valve (ABS Control Unit) at the right luggage compartment panel, near the right tail light.

The Power Booster or valve could cause hard pedal if leaking vacuum, or valve fails.

Hope this helps.
