You got yourself a massive vacuum leak, judging from the information I'd look for the leak somewhere on the carburetor base gasket or the intake manifold.

Why is my carburetor on my 1970 vw beetle cold?
My solex pict 3 carb on my vw gets really cold and sweats in my 70 beetle. Any thoughts? By the way this is while its running and and 90 degrees outside.Why is my carburetor on my 1970 vw beetle cold?feel the heat risers (the thinner tubes that run in front of the intake manifold). after about 2 minutes of running theses tubes should be very very very hot, so be careful when you do this. if they are not hot as hell... they are clogged up with carbon and your carb will do this because as the gas is vaporized in the vacuum created by the carb it becomes super cold. if its clogged enough you will eventually see ice form under the carb on the intake. so if the heat risers are not hot, they are clogged and you need to take off the manifold and try to clean the heat risers or replace the manifold with a clean heat riserWhy is my carburetor on my 1970 vw beetle cold?Carburetors do that.
